Since 2010, the eGovernment MONITOR has been comparing the use and provision of eGovernment services in three countries: Germany, Austria and Switzerland. The latest comparative study was conducted in May 2024. For this purpose, a total of around 10,000 people, including around 1,000 people in Switzerland, were asked about their experiences of using eGovernment services. The study was published on 8 October 2024 by Initiative D21 and the Technical University of Munich. Compared to previous years, the demands in terms of the digitalisation of public services have increased in all three countries. On 27 September 2023, the European Commission published the eGovernment Benchmark 2023 report. The report examines the availability and the state of development of eGovernment services in line with the EU's strategic objectives, and compares how administrations across Europe deliver digital public services. The eGovernment Monitor 2021 survey uses a representative survey of the online populations in Germany (DE), Austria (AT) and Switzerland to look into the usage and acceptance of digital government services. The results show that there is high demand for online public services, the use of online public services, especially from mobile devices, has risen, search engines remain a key resource and in Switzerland, unlike in its neighbouring countries, trust in the state and its performance is very high. Since 2011, Switzerland has topped the ranking of the Global Innovation Index (GII) 2022. The index is published jointly by Cornell University, INSEAD and the World Intellectual Property Organization (WIPO). It tracks global innovation trends of 132 economies around the world. In the areas of knowledge and technology (number of patents issued, publication of scientific articles, etc.) and creativity (e.g. international brand value), Switzerland achieves top scores. The topic of the 12th edition of the eGovernment survey is "The Future of Digital Government." The 2022 survey is the first edition that includes the e-government status of the most populous city in each case. The eGovernment Survey 2022, published by the United Nations (UN), examines global and regional e-government development in 193 member states through a comparative assessment of national government portals. In the latest study Switzerland ranks 41st in the EPI (2020: 18th; 2018: 41st) and 23rd in the EDGI (2020: 16th; 2018: 15th). The European Commission's eGovernment Benchmark report, published on 28 July 2022, looks at progress in the digitalisation of public services and compares how digital public services are being delivered across Europe. The comparison uses the following four indicators: «user-friendliness», «transparency», «cross-border mobility» and «basic services» in eGovernment. These are assessed annually for the public and business, such as the birth of a child or the founding of a company. Despite a slight increase in overall performance, Switzerland ranks 28 out of 35. Die Plenarversammlung der Konferenz der Kantonsregierungen (KdK) hat der Ratifizierung der öffentlich-rechtlichen Rahmenvereinbarung zugestimmt. Die Kantone sind sich der Bedeutung dieses Dossiers bewusst und haben neben den ursprünglich vorgesehenen fünf Mitgliedern noch eine weitere Vertretung für das politische Führungsgremium bezeichnet. Oktober 2021 wurden Bundesrat Ueli Maurer, Bundespräsident Guy Parmelin sowie Bundesrat Alain Berset als Vertretungen des Bundes im politischen Führungsgremium der DVS festgelegt. Bundesrat Ueli Maurer hat am 25. Oktober 2021 anlässlich des zweiten Treffens des «Beirats Digitale Schweiz» den Fokus auf die föderale Zusammenarbeit in der digitalen Transformation der Verwaltungen gelegt. Gemeinsam mit Bundeskanzler Walter Thurnherr hat er sich am Treffen mit Expertinnen und Experten aus Wissenschaft, Wirtschaft, Zivilgesellschaft und Politik zu den rechtlichen sowie politischen Rahmenbedingungen der digitalen Verwaltung in einem föderalen System ausgetauscht. Die Rahmenvereinbarung regelt die Zusammenarbeit von Bund und Kantonen im Bereich der digitalen Transformation ihrer Verwaltungen. Der Bundesrat hat an seiner Sitzung vom 11. Juni 2021 die Grundlagen zur Umsetzung der Digitalen Verwaltung Schweiz per 1. Januar 2022 zur Kenntnis genommen und der Umsetzung gemäss den vorliegenden Dokumenten im Grundsatz zugestimmt. Um den Aufbau von Infrastrukturen und Basisdiensten für die Abwicklung von elektronischen Prozessen zu beschleunigen, hat der Bundesrat für die Finanzierung der geplanten Agenda «Nationale Infrastrukturen und Basisdienste Digitale Verwaltung Schweiz» zusätzliche Mittel von insgesamt 15 Millionen Franken für die Jahre 2022 und 2023 beschlossen. Der Bundesrat hat an seiner Sitzung vom 20. November 2019 die E-Government-Strategie Schweiz 2020–2023 verabschiedet. Mit deren Umsetzung soll der digitale Kanal zur ersten Wahl bei der Kontaktnahme mit der öffentlichen Verwaltung werden. Die Konferenz der Kantonsregierungen sowie die Vorstände von Städte- und Gemeindeverband werden sich im Dezember zur vorgelegten Strategie äussern.
