Agenda on national infrastructures and basic services (DPSS agenda)
A central element of the DPSS is the «National Infrastructures and Basic Services Digital Administration Switzerland agenda (DPSS agenda)». The federal government and the cantons are providing additional financial resources for the years 2024 to 2027 through the DPSS agenda for the development of urgently needed basic services and infrastructures. They want to use this to quickly initiate and implement joint key projects by 2027.
Based on a Federal Act
In order to ensure the financing of DPSS agenda projects from 2024 on, the «Federal Act on the Use of Electronic Means for the Fulfilment of Official Tasks» (EMBAG) provides for start-up financing for the years 2024 to 2027.
The joint financing for the implementation of the DPSS agenda is regulated in the financing agreement. This agreement between the Confederation and the cantons, together with the EMBAG, provides the legal framework for the financing of the DVS agenda.
Art. 4 of the agreement stipulates that the projects of the DVS agenda for which start-up financing is planned are listed in an appendix.
