eGovernment implementation plan

The implementation plan is the implementation tool for the 2020-2023 eGovernment Strategy Switzerland.

eGovernment Strategy Switzerland

In the eGovernment Strategy Switzerland, the Confederation, cantons and communes define their common objectives and key areas for action in digitalisation, with a view to actively steering the digital transformation of the administration. The strategy includes the following objectives: 

  1. Expanding the options for digital interaction and participation 

  2. Providing national basic services for electronic interaction with the authorities

  3. Setting binding, nationally applicable regulations for the digital transformation 

  4. Promoting knowledge on digitalising public administrations and building trust

Implementation plan 

With the implementation plan, DPSS defines projects and key performance areas that contribute to the fulfillment of its strategic goals and fields of action. The present DPSS implementation plan was approved by the political management body of DPSS. It includes three instruments:

  • Agenda National Infrastructures and Basic Services (Agenda DPSS)
  • E-Government implementation plan
  • ICT work program

Strategic objective 1: Expanding the options for digital interaction and participation 

The joint efforts by the Confederation, cantons and communes are aimed at digitalising further public services throughout Switzerland, improving their user-friendliness and creating more electronic channels that enable participation in politics and public administration.

Strategic objective 2: Providing national basic services for electronic interaction with the authorities 

Basic services are essential for the user-friendly and efficient use of electronic processes. The joint efforts by the Confederation, cantons and communes are aimed at setting up the most important national basic services.

Strategic objective 3: Setting binding, nationally applicable regulations for the digital transformation 

The joint efforts by the Confederation, cantons and communes are aimed at clarifying organisational matters and the general legal basis, and formulating binding rules in this regard.

Strategic objective 4: Promoting knowledge on digitalising public administrations and building trust 

The joint efforts by the Confederation, cantons and communes are aimed at reinforcing trust in digital public services by anchoring knowledge about eGovernment in a targeted manner among the general public and businesses on the user side, and among public administration managers and employees. Moreover, the administration should promote internal awareness of new technologies and their impact on people and the environment, and build knowledge and skills in order to enable the use of new digital working methods and the cultural shift across the administration.
